This is a company called Healthcare Revenue Recovery Group, LLC (HRRG). They are a debt collector for past due and written off medical bills. They never leave a message and when you called the number back you are prompted to enter your social. If you choose to talk to them, press 0 and nothing else. Do not enter your social.

This message asking for my wife by name comes in once a day. They say they are not selling anything. They do not say who they are or who they represent. Previous experience tells me that if I press the number they are asking me to press, I will "by default" be calling them and they can get around government regulations that are in place to stop this sort of irresponsible behavior. I will now contact the appropriate government official and follow through with a formal complaint.
